For HD Streaming our average Bitrate is going to be around 2Mbps (Screenshot 03) this will fluctuate as the Buffer fills and empties but this would be considered your baseline. As you can see in (Screenshhot 02) the Buffer uses initially uses 8Mbps to fill over roughly 1 minute period and the baselines at around 2Mbps. The Buffer here is initially using as much bandwidth as it needs if you are running DSL and have 3.5Mbps it will still work fine. The buffer will just fill over a longer period of time.
